I did this by using an earthquake on an enemy city, then I just marched in and took the place. Perhaps someone used one of those great prophet attacks from Gods of Old.

In gods of old, the religions ae replaced by you worshipping one of 7 gods. You can use great prophets to cause disasters (tsunamis, earthquakes, etc.) That is one of the new religion symbols. I havent played that mod in a loooooong time (it comes shipped with BTS) so i cant tell you which god symbol that is.
