That isn't actually something you will see in an unmodded game. Espírito is running BUG and this screenshot illustrates an old bug with BUG. We started logging diplomatic events (tech demands, war invites, etc) and if Civ4 generated an event that we hadn't allowed for (ie gifting a city), then a python error was generated during the screen generation and the screen wasn't finished.

Oops.

This bug has subsequently been fixed.

I had something like that happen with Saladin the other day... I showed up with a massive stack at Mecca and a diplo screen popped up with him saying "I think it is time to discuss a peace treaty" or some such verbage. In both sides was nothing offered, not cease fire, not peace treaty. I clicked through to negotiate but nothing was available. I exited the dialouge with full intentions of burning his precious buddhist holy city (the second of his, I had already burned the christian holy city of Baghdad

) and instead found my troops back in my borders and a message Sally had capitulated to Otto

i have had similar problems where a deal is proposed and both sides can see that i offered a world map while only the other side can see that they offered a map.
