| Description: | I was playin gods of old mod and noticed this city has no population! It uses no tiles and so is stagnent so it will have zero population forever! I think it got tsunami'd when it had 1 population or something. | ||

On my first ever Civ game, that happened to me. Or something like that where the city was at minimum and couldn't grow

the tile the city is on should provide it some food, so it should be growing.
